Michele Marius – Senior Consultant

Michele is one of the newest members of Network Strategies. Although she is a trained telecommunications engineer, her main areas of expertise are in telecommunications regulation, policy and regulatory administration, particularly in newly liberalised environments in and among small and developing countries.

Prior to joining Network Strategies in September 2007, Michele was intimately involved in the liberalisation efforts in the telecommunications sector in Saint Lucia, and by extension the regional OECS Telecommunications Sector Reform Project, from which the Eastern Caribbean Telecommunications Authority (ECTEL), and the associated national/regional framework, emerged. Following from that initiative, she was integral to setting up the Office of the National Telecommunications Regulatory Commission, the local regulator in Saint Lucia, and to establishing the core systems and structures for both the day-to-day operations of the organisation and for the Commission to meet its administrative and regulatory responsibilities.

In that regard, she contributed to the formulation of regional harmonised telecommunications policies and legislation for five sovereign territories, namely the OECS/ECTEL Member States, in areas such as licensing, dispute resolution, dominance and market access, convergence, interconnection, universal service, spectrum management, tariffs and pricing, fees, quality of service, numbering and equipment standards. Also, she has reviewed and prepared technical and policy documents on telecommunications development and de-regulation, at both the national (Saint Lucia) and regional (OECS/ECTEL) levels.

Prior to her role as Chief Executive to the National Telecommunications Regulatory Commission in Saint Lucia since its inception, Michele worked for the Government of Saint Lucia, in the Ministry of Communications, Works, Transport and Public Utilities, and in the private sector. She holds a Master of Science in Communications, Controls and Digital Signal Processing, from the University of Strathclyde (Scotland), a Bachelor of Science in Electrical and Computer Engineering, from the University of the West Indies (St. Augustine Campus, Trinidad & Tobago), and finally a Bachelor of Laws, from the University of London (United Kingdom).
